The LUCAS #9 Lowboy is already used in many industries such as Jewelry Arts, Fishing Line, and Jewelry Crafts and many more industries, too numerous to mention in order to control the speed of a universal motor.

These speed controllers and/or similar types are designed to be used normally in a variable (low to high) speed range.
When constantly used at the low speed range, they may eventually fail and you may loose the variable low speed range and causing it to go straight to Hi.
